Abstract
The focus of this research is twofold:to explore the nature of e-government challenges and achievements form within a rapidly developing country, i.e. Malaysia. Secondly, to justify e-government ranking given to Malaysia by international research institutions. Since e-government initiative for Malaysia was announced in 1990, tremendous effort has been placed to enhance service delivery via electronic means. Most apparent was the construction of facilities and amenities to support information flow to the public electronically. However, institutional and organisational progress were not equally robust. This gap has lessened effectiveness of delivery to a certain extent. Another factor was unequal accessibility and affordability of computers and Internet. Access to Computer is important because it is an information device in its own right, but also because it is the main tool to evaluate Internet access. Access to Internet is important because it is the electronic linkage to e-services. On the ground, this disparity is reflected through visibility of e-services at first tier level agencies that is ministerial departments and among agencies requiring minimal inter agencies collaboration and integration. In general the core objective of e-government, which is to deliver services to the public and society effectively and efficiently has been partially achieved. Measure of e-government performances has received much attention at the international level. This study examined Malaysia e-government ranking from three institutions, The United Nations, Brown University and Weseda University. Interesting the ranking for Malaysia provided by the three institutions differ widely. One reason is attributed to differences in definitions and methodologies. Knowing this fact, the e-government ranking provided by international agencies should be used with reservation. This indicators, through a good benchmark are insufficient to be translated as a total factor of country achievement level.
