that pursues public goals to serve the common needs of society.
That definition, is certainly abstract and nondescript and yet
public management affect our lives in many ways. Public
management operates at various levels, the federal, state and
local level covering all sectors such as economy, health,
education, security, international relations etc . Public
management is essentially an advisor to the government in
policy formulations and acts as an agent to execute those
policies - i.e. providing public services . However, public
management has no monopoly in its role. Some public services
can be provided by other sectors such as private companies,
non-governmental organizations, civic organizations and
